காயமடைந்த பெண் போராளிகளை வன்புணர்ச்சி செய்து கொன்ற இந்தியப் படையினர்

சட்டிஸ்கார் மாநிலத்தில், மாவோயிஸ்டுகளுடன் நடந்த மோதலில் காயமுற்ற பெண் போராளிகளை வல்லுறவு செய்த இந்திய பொலிஸ் படையினர், பின்னர் அவர்களை கொன்று படமெடுத்துள்ளனர். நிர்வாணமான பெண் போராளிகளின் சடலங்களை காட்டும் படங்கள், சட்டிஸ்காரில் வெளியாகும் ஹிந்தி சஞ்சிகை ஒன்றில் பிரசுரமாகி உள்ளன. அது குறித்து மாவோயிஸ்ட் ஆதரவு தகவல் மையம் வெளியிட்ட விரிவான அறிக்கை:

அக்டோபர் 8, மத்திய துணை ராணுவத்தினர் மற்றும் சட்டீஸ்கர் காவல் படைகள், மாவட்ட காவல் படைகள் மற்றும் கோயா கமாண்டோக்கள், பிஜப்பூர் மாவட்டத்தில் பொட்டம் (பொட்டெனர்) கிராமத்தில் கொரில்லா குழுவினரை தாக்கினர். இந்த துப்பாக்கி சூட்டில் மூன்று பெண் தோழர்கள் பூனம் ஜமிலி, மத்கம் ரம்பத்தி மற்றும் மத்கம் லட்சுமி தியாகியாயினர். மத்கம் ரம்பத்தி துப்பாக்கி சூடு நடந்த இடத்திலேயே கொல்லப்பட்டனர்.

பூனம் ஜமிலி காயம்பட்டிருந்த வேளையிலே மத்கம் லட்சுமி படுகாயம் அடைந்தார். இராணுவத்தினர் காயமடைந்த பெண் கெரில்லாக்களை வன்புணர்ச்சி செய்து கொன்றனர். காவல் துறை பூனம் ஜமிலியின் நிர்வாண உடலை புகைப்படங்களை எடுத்து, பத்திரிகைகளுக்கு விநியோகித்தனர். சத்தீஸ்கரின் இந்தி பத்திரிகை இந்த புகைப்படங்களை பதிப்பித்தது.

பொட்டம் சம்பவம் தற்போது மூன்றாம் கட்டத்திலுள்ள பசுமை வேட்டை நடவடிக்கையின் (OGH) பகுதியாக மத்திய ரிசர்வ் காவல் படைகளும் சத்தீஸ்கர் மற்றும் மகாராஷ்டிரா காவல் படைகளும் நடத்தி வரும் எண்ணிலடங்கா கொலைகள், வன்புணர்ச்சிகள் மற்றும் அழிவு நடவடிக்கைகளில் கூடுதலான ஒரு சம்பவமே. 2012 ஜூனில் சி 60 அதிரடிப்படையினர், கட்சிரோலி மாவட்டத்தின் இடபள்ளி தாலுகாவில் மெட்ரி கிராமத்தின் அருகே பெண்கள் கெரில்லாக்களை தாக்கினர். காயமடைந்த ஆறு பெண்கள் கெரில்லாக்களை பிடித்தனர், அவர்களை வன்புணர்ச்சி செய்து கொடூரமாக கொன்றனர். அதன்பின் இறந்த உடல்களுடன் அருவருப்பூட்டும் வகையில் நடந்து கொண்டனர்.

பொட்டம் சம்பவத்தில், இராணுவத்தினர் அரசியலமைப்பில் உத்தரவாதம் அளிக்கப்பட்டுள்ள பெண்கள் எல்லா உரிமைகளையும் தங்கள் இரும்பு பூட்சுகளினால் நசுக்கியுள்ளனர் என்பதோடு அரசமைப்பு மற்றும் சட்டங்களுக்கு எதிரான அக்கிரமங்களை புரிந்துள்ளனர். அவர்கள் நாகரீக சமூகத்தின் ஒவ்வொரு நாகரீக ஒழுக்கத்தையும் காற்று வெளிகளில் தூக்கியெறிந்ததன் மூலம் தங்களின் வெட்கமின்மையைற்றதனத்தை வெளிக்காட்டியுள்ளனர். 

அவர்கள் அதிர்ச்சியூட்டும் வகையில் நாகரீக சமூகத்தின் மதிப்பீடுகளை மீறியுள்ளதோடு காயமடைந்த வீரர்களும் கைதிகளும் மரியாதையுடன் நடத்தப்பட வேண்டும் இன்னும் கூடுதலாய் பெண் கிளர்ச்சியாளர்கள் காயப்பட்ட நிலையில் இருக்கும் போது, அவர்கள் மிகவும் கவனமாக நடத்தப்பட வேண்டும் என்று வற்புறுத்துகின்ற யுத்த விதிகளையும் மீறியுள்ளார். இது சர்வதேச மனித உரிமைகள் சட்டத்தின் படி, மனித உரிமை மீறல் மட்டுமல்ல மேலும் ஒரு போர் குற்றத்தின் நிறைவேற்றமும் கூட.

ஜெனிவா மாநாட்டு ஒப்பந்தப்படி இத்தகைய போர் குற்றத்திற்கு உள்ளாகும் நபர்கள் சர்வதேச நீதிமன்றங்களில் விசாரணைக்கு உட்படுத்தப்பட வேண்டும். காயமடைந்த பெண் கெரில்லாக்களை வன்புணர்ச்சி செய்து கொல்வது காவல் படைகளின் கொடூரமான குற்றவியல் பத்திரத்தை மட்டுமல்ல அவர்களின் மற்றும் குற்றவியல் இயல்பையும் சுட்டிக்காட்டுகிறது. ஊடகம் மற்றும் பத்திரிகை துறையும், இத்தகைய அரசாங்க படைகளின் கொடூரமான குற்றவியல் மற்றும் சட்டவிரோத நடவடிக்கைகளை பற்றி கேள்விகள் எழுப்பினாலும் கூட பெண் கெரில்லாக்களின் நிர்வாண படங்களை வெளியிட்டதன் மூலம் அது தன் சொந்த அற நெறிகளை மீறிவருகிறது. இது மிகவும் கண்டனத்திற்குரியது.

தண்டகாரண்ய இயக்கத்தை ஒடுக்க மத்திய மாநில அரசாங்கங்களால் முன்னெடுத்து செல்லப்பட்ட சல்வா ஜூடுமின் போதும் கடந்த ஐந்து வருடங்களாக நடந்து கொண்டிருக்கும் பச்சை வேட்டை நடவடிக்கையின்போதும் எண்ணற்ற அக்கிரமங்களும் படுகொலைகளும் நடத்தப்பட்டன இன்னும் நடத்தப்பட்டுவருகின்றன. காவல்துறை குண்டர்கள் நாகரீக சமூகத்திற்கு சவால் விடும் வகையில் அவர்களின் மனிதத்தன்மையற்ற புகைப்படமெடுத்தல் மற்றும் குற்றவியல் நடவடிக்கைகளை வெளிட்டது அனைத்து எல்லைகளையும், மீறியுள்ளது. வார்த்தைகளுக்கு அப்பாற்ப்பட்ட கொடூரமானது .

நாங்கள் மக்களிடமும் ஜனநாயகவாதிகளிடமும் குடியுரிமை மற்றும் மனித உரிமை அமைப்புகளிடமும் இத்தகைய அருவருக்கத்தக்க குற்ற இயல்பையும் மனிதத்தன்மையற்றதுமான சட்டவிரோத நடவடிக்கைகளை கண்டிக்க கோருகிறோம்.

நாங்கள் போட்டேம் அக்கிரமங்களை புரிந்தவர்கள் மீது வழக்குகள் பதிவு செய்து அவர்களை தண்டிக்க கோரும் இயக்கங்களை கட்ட குடியுரிமை மற்றும் மனித உரிமை அமைப்புகளை வேண்டுகிறோம்.

நாங்கள் இத்தகைய அருவருக்கத்தக்க மனிதத்தன்மையற்ற சட்டவிரோத மனித உரிமை மீறல்களை புறிந்து பின் காவல்துறையால் பிறகு வெளியிடப்பட்ட புகைப்படங்களை பதிப்பித்த சத்தீஸ்கர் இந்தி பத்திரிகையின் செயலை கண்டிக்க அனைத்து இந்திய பத்திரிகையாளர்கள் சங்கங்கள் மற்றும் பதிப்பாசிரியர்களின் கழகங்களை கேட்டுக் கொள்கிறோம்

Condemn the murders of women guerillas by the paramilitary and Chhattisgarh police forces Punish the police who raped the injured women guerillas and murdered them

On October 8, the central paramilitary forces and the Chhattisgarh police forces, district police forces and Koya commandos attacked our guerilla squad at Pottem (Pottenar) village in Bijapur district. In this firing three women comrades Punem Jamili, Madkam Rambatti and Madkam Lakshmi were martyred. Madkam Rambatti was killed on the spot in the firing. Madkam Lakshmi was seriously injured while Punem Jamili was also injured. The jawans raped the injured women guerillas and killed them. 

The police took photos of the naked body of Punem Jamili and released those to the press. A Hindi magazine of Chhattisgarh published those photos. Pottem incident is one more incident in the innumerable murders, rapes and destruction perpetrated by the CRPF and Chhattisgarh and Maharashtra police forces as part of Operation Green Hunt (OGH), now in its third phase. In June 2012 C-60 commandos attacked women guerillas near Medri village in Etapalli taluq of Gadchiroli district, caught six women comrades who were injured, raped them and murdered them in cold blood. Then they behaved obscenely with the dead bodies.

In the Pottem incident, the jawans have suppressed with their iron boots all rights to the women guaranteed by the Constitution and perpetrated these atrocities which are against the Constitution and the law. They displayed their shamelessness by throwing to winds every civilized norm of the civil society. They horribly violated the values of a civil society and rules of war which stipulate that injured soldiers and captives should be treated with respect and that too when women insurgents are in an injured state, they should be treated more sensitively.

This is not only a violation of human rights according to the international human rights law but would also constitute a war crime. According to the Geneva Convention persons perpetrating such war crimes should be tried by international courts. Raping and murdering injured women guerillas denotes the brutal and criminal character of the police forces and their criminal nature.

The media and the newspaper industry, instead of raising questions on such brutal, criminal and illegal acts of the government forces, is violating its own ethics by publishing the naked photos of the women guerilla. This is highly objectionable.

Whether during the Salwa Judum that was carried on by the central and state governments to suppress the Dandakaranya movement or during the OGH, ongoing since the past five years, countless such atrocities and murders were perpetrated and still being perpetrated. The police goons taking photos of their inhuman and criminal activities by challenging the civil society and displaying them is violating all limits and callous beyond words.

We are appealing to the people, democrats, civil rights and human rights organizations to condemn such obscene, criminal, inhuman, illegal acts that violate the Constitution too. We appeal to the civil and human rights organizations to build movements to demand the booking of cases on jawans who perpetrated the Pottem atrocities and punish them.

We are appealing to the all India journalists’ unions and editors’ guilds to condemn the act of the Chhattisgarh Hindi magazine that published the photo released by the police after perpetrating such an obscene, inhuman and illegal human rights violation.
